An inside movement regulating member is provided on a support shaft for supporting a wheel, and the movement of the inside movement regulating member is restricted by a movement restriction member provided on a guide rail, and the tread is received by the descent prevention member. The abnormality is caused in the wheel of the tread, and the wheel or wheel rubber is disconnected, and even if the tread or the support shaft moves to the width direction side, since the movement is restricted by receiving the inside movement regulating member provided on the support shaft by the movement restriction member of the guide rail, the tread is not disconnected from the descent prevention member, so that the tread can be restrained from largely descending downward.
