This device has a storage part 111 for storing a pair of a piece of password information and a piece of communication device information, a communication device information acquiring part 112 that acquires the communication device information for identifying the communication device to which a password is to be transmitted, a password acquiring part 113 for acquiring the password which is to be transmitted, a transmission password determining part 114 that determines whether or not the acquired password matches with any of respective passwords identified with each piece of the stored password information, a communication device information extracting part 115 that, if any matching is determined, extracts the piece of the communication device information that pairs up with the piece of the password information that identifies the matching password, a communication device determining part 116 that judges whether the extracted piece of the communication device information is identical with the detected piece of the communication device information, and a wrong sending preventing part 117 that, if it is not judged that the both are identical, prohibits the transmission of the password.
