PURPOSE: To form a block pavement member having a flat upper face, an inside recessed portion, an inner hole communicating with the upper face and the inside recessed portion, a slant outer wall and a slant base for movement to another pavement member adjacent thereto.

CONSTITUTION: A floating pavement surface is formed with block pavement members put side by side on sand 13 evenly placed on a foundation bed 14. Each of the block pavement members has a flat upper face 1, an inside recessed portion 3 and an inner hole 2 communicating with the upper face 1 and the inside recessed portion 3. It also has a base 10 and an outer wall formed as slant faces. One pavement members can be moved relative to the other pavement member adjacent thereto.
