To provide an improved settlement intermediation system and a program.SOLUTION: A settlement intermediation system includes an electronic transaction commerce server connected from a user terminal operated by a user and executing electronic commerce transaction processing, and a transaction confirmation server for performing transaction confirmation including personal confirmation processing of an owner of the user terminal. An instruction unit is provided on the user terminal to select installment payment as a settlement method of the electronic commerce transaction when the electronic commerce transaction server is connected from the user terminal. When the installment payment is selected via the instruction unit, the user terminal is connected to the transaction confirmation server, and after member authentication processing is performed between the user terminal and the transaction confirmation server, connection of the user terminal is resumed to the electronic commerce transaction server.SELECTED DRAWING: Figure 5
