A server can download, to the form processing apparatus: a first form processing control program for making the form processing apparatus execute a first form processing operation of prohibiting data input from an input part and storing payment data recognized by a recognition part in a storage part; and a second form processing control program for making the form processing apparatus execute in addition to the first form processing operation a second form processing operation of permitting data input from the input part and, if payment data recognized by the recognition part has been input from the input part, for storing the payment data in the storage part.
