To provide a PBX device which a user can utilize only by connecting to a network without being conscious about a call control protocol of an IP telephone terminal and a call control method therefor.

A plurality of IP telephone terminals 3a, 3b with different call control protocols are connected to a socket layer 11. A protocol control part 12 includes a SIP control part 12a and an H. 323 control 12b. A message conversion part 13 performs message exchange among a call control protocol based on an SIP standard, a call control protocol based on an H. 323 standard and a call control protocol based on a Q. 931 standard. A call control part 14 operates according to the call control protocol based on the Q. 931 standard and executes call control for registering an address in location service upon receiving address notification from each IP telephone terminal 3, retrieving an IP address of a destination by the location service upon receiving a call request from the IP telephone terminals and transferring the IP address to an IP telephone terminal on the call incoming side.
