When the vibration equal to or greater than the predetermined level, detected by the walking vibration detecting means 40, is determined to have no relation with the walking action of the living body, the vibration equal to or greater than the predetermined level, detected by the walking vibration detecting means 40, is not counted by a step counting means 42. Therefore, because counting of vibrations not related to the walking of the living body is prevented, a highly accurate count of steps can be obtained.
