To provide a device and method for making plural perforations precisely and efficiently at prescribed positions on a TAB tape.
The device is provided with a laser optical system 7, 53 that continuously emits a laser beam to a prescribed area; driving device 35 that advances a tape 19 to be machined in the longitudinal direction so that it may pass the prescribed area continuously; mask tape 17 that travels in the longitudinal direction synchronously with the advance of the tape 19 to be machined while adjoining the side of the tape 19 irradiated with the laser beam; and a driving device 35 that drives the mask tape 17 synchronously with the advance of the tape 19. The mask tape 17 is formed with a layer that prevents transmission of the laser beam on the side to be irradiated and with through-holes at the places that correspond to the prescribed part of the tape 19.
