Subsystems 14, 16 and 18 execute basic tasks about the collection, processing and report of information. Plural self-sufficiency type software routines or agents 20 handle results, collect, process and output diagnostic results and also perform appropriate decision based on the results in parallel with other software routines. An expert system 22 collects results from the software routines for every subsystem and generates decision-making type results that are meaningful to a user. A central expert system 25 collects decision-making results from each subsystem 14, 16 and 18 and further generates decision-making results based on the decision-making results received from each of subsystems 14 to 18.
