PURPOSE: To improve the continuity of the non-bleeding antistatic ability of an obtained film by heating and mixing a polymer containing a carboxlic acid part and a quaternary amine.

CONSTITUTION: Polymer (A) containing the carboxylic acid part obtained by polymerizing (a) an α-olefin of formula I (R is H, a 1-8C alkyl) of a major amount of mol.% and (b) an α,β-olefin of a minor amount as mol.% is provided. The A component is mixed with the quaternary amine of a formula II [R1 is H, a 1-50C aryl an alkyl having more than one C=0, NCH=0, S, O suitable carbon chain or similar to R2; R2-4 are each H, a 1-18C alkyl substituted by more than one OH, formula III ((a) is 1-10; R5 is ethylene and propylene); X is an anion selected from Cl, Br, I, F, nitrate, fluoroborate, (a 1-8C alkyl) phosphate, (a 1-8C alkyl) sulfate, formate, a 1-8C alkyl-, a 6-24C alkyl- or allyl- sulfonate, (trifluoro) acetate, citrate, propionate, tartrate and carbonate] by heating them.
