To provide an excellently safe water permeability imparting agent for imparting excellent processability to a fiber at a carding step when producing a nonwoven fabric, providing the nonwoven fabric having all of momentary water permeability, permanent water permeability and prevention of liquid return.

The water permeability imparting agent essentially consists of prescribed amounts of (A) a 6-10C alkyl phosphate salt and/or a polyoxyalkylene group-containing 6-10C alkyl phosphate salt, (B) an 11-22C alkyl phosphate salt and/or a polyoxyalkylene group-containing 11-22C alkyl phosphate salt, and (C) an ester obtained by blocking with a fatty acid, at least one or more hydroxy groups of a condensate of a polyoxyalkylene group-containing polyhydric alcohol ester of a hydroxy fatty acid with a dicarboxylic acid.
