A personal electronic settlement terminal 1 comprises an information exchange function for exchanging recommendation material information that can be a material for generating or updating recommendation information through a short distance radio communication means for information exchange between terminals 1 and 2. It also comprises an information exchange managing function which determines whether information exchange has been completed between booth terminals 1 and 2 or not is determined, and allows acquisition and holding of the recommendation material information received from the other side terminal 2 when the information exchanging has been completed between both terminals 1 and 2, inhibits acquisition and holding of the recommendation material information received unidirectionally or imperfectly from the other terminal 2 when information exchange has not been completed at least on one terminal (for example, terminal 2) side.
