PURPOSE: To easily input the personal information described in an identification card with simple system construction and simple operation to a database.
CONSTITUTION: A reading part 2 reads the described content on both sides of a driver's license 1 photo-electrically. A direction discrimination part 4 discriminates the reading direction based on the result of reading, and an effectiveness discrimination part 5 discriminates whether or not the change item is described on the back side. In the case of no description of the change item on the back side, the picture information such as the name and address lists on the surface is taken in a character recognition part 8 for the character recognition to be converted into character codes. Then the picture information corresponding to the areas where character codes and pictures are attached are saved in a main storage part 9 comprising a database.
