In the movable waveguide 10 and the fixed waveguide 12, groove waveguides 13, 29 are formed, an opening 30 being a first input/output port communicating with the waveguide 29 is formed, an opening 14 being a second input/output port communicating with the waveguide 13 is formed, a first short-circuit surface 30A is formed close to the opening 30, plate-like projections 14A are formed close to the opening 14 as second short-circuit surfaces, the height of the first short-circuit surface 30A and the plate-like projections 14A is made to be substantially /4 ( is the wavelength of used radiowave), projections 44 with the height of substantially /4 are arranged in the outer circumference of the opening of the waveguide 13, and the prescribed interval between the movable waveguide 10 and the fixed waveguide 12 is less than /4.
