PROBLEM TO BE SOLVED: To make a surface material of a phenol resin foam plate more hard to be peeled.SOLUTION: A phenol resin foam plate has a foam layer 10 of a phenol resin and a surface material provided on at least one surface of the foam layer 10, where a peeling strength Pbetween the foam layer 10 and the surface material in an MD direction and a peeling strength Pbetween the foam layer 10 and the surface material in a TD direction satisfy an expression of P/P=0.6 or more and 1.3 or less. A method for producing the phenol resin foam plate 1 includes a first step of discharging a foamable resin composition containing a phenol resin, a foaming agent and a crosslinking agent onto the surface material traveling an arbitrary speed, and a second step of heating the foamable resin composition discharged onto the surface material, and foaming and curing the foamable resin composition.SELECTED DRAWING: Figure 1
