To provide a phosphorescent phosphor which enables emission of light in orange to yellow colors at night to stimulate human vision or enables varicolored expression by combining orange to yellow colors to give a distinct display, a colored-light emitter at night, and a product which incorporates the same.

A condensing fluorescent plate 1 having an arrow recess at the center is prepared by mixing 0.02 wt.% condensing fluorescent dye and 1.5 wt.% curing agent into an acrylic resin and cure-molding the resulting mixture. Then, a phosphorescent plate 2 is prepared so as for the condensing fluorescent plate 1 to be fitted thereinto at the center by mixing 30 wt.% phosphorescent pigment of a blue or green color, 24.2 wt.% aluminum hydroxide, and 0.8 wt.% curing agent into an acrylic resin, kneading and cure-molding the resulting mixture. The condensing fluorescent plate 1 is fitted into the obtained phosphorescent plate 2 at the center to form a guidance sign of a blue or green base color having, at the center, an arrow with a periphery of orange to green colors.
