PURPOSE: To provide a fuel cell easy to handle, capable of suppressing the cost of matrix, with a large content of electrolyte phosphoric acid liquid, with a low resistivity, and presenting a small amount of heat generation.

CONSTITUTION: A matrix 4 is provided which uses concentrated phosphoric acid as electrolyte, and an air electrode side electrode 3 is furnished on one side of this matrix while a fuel electrode side electrode 5 furnished on the other side, wherein air or oxygen is sent from the air electrode side electrode 3 while hydrogen is sent to the fuel electrode side electrode 5, and thereby electric power is generated. The matrix 4 of this phosphoric acid type fuel cell 10 is a sheet consisting of silicon carbide short fibers and a binder for retaining them.
