To simply and profitably obtain a new coating agent comprising a polyphosphoric acid/polyphosphonic acid-ester, an epoxy resin and a curing agent, exhibiting high flame retardancy, and not releasing a product having a problem on hygienic and toxicity when decomposed by the effect of heat.
This phosphorus-modified coating agent comprises (A) 75-95 pts.wt. of an epoxy resin, (B) 5-25 pts.wt. of a polyphosphoric acid/ polyphosphonic acid-ester, and (C) a curing agent in a (component A + component B)/component C weight ratio of (1.0-10)/1. Other components and a filter may preferably be added in the total amount of ≤65 pts.wt. The phosphorus is preferably contained in an amount of 2-7wt.%. The coating agent is preferably obtained by reacting the component A with the component B in a solvent such as a halogenated hydrocarbon at a temperature of 50-80°C in the first reaction step and subsequently modifying the reaction product with the component C at a temperature of 70-120°C in the second reaction step.
