A personal computer 10 operated by an orderer and a plurality of agent terminals 50 set in a plurality of newspaper delivery agents are communicable with a server 70 through the Internet 3, and a delivery agent with a delivery area containing a print delivery destination address create photographic prints. The server 70 transmits collection route information related to an expense collecting route, which includes routes for collecting the expense together with newspaper expense when the delivery agent which forms the prints has a contract with the orderer, to the personal computer 10. The personal computer 10 transmits an image data file and selected information for collection route to the server 70. The agent terminal 50 of the agent which forms the prints receives the image data file, the delivery destination address, and the information for collection route from the server 70.
