To provide a photographing system and a photographing method which can perform a monitoring that is efficient and suppressive in leakage.
In the photographing system 10 comprising a photographing section 110 that periodically performs photographing to obtain photographed images and a recording section 200 for recording the photographed images obtained at the photographing section 110, the number of persons in a photographed image obtained by the photographing section 11 is counted by counting, by means of a CPU 127, the number of faces recognized by a face extraction control section 125 and a photographing time at which the photographed image is obtained is confirmed. The CPU 127 then determines whether or not the number of persons counted by the CPU 127 is settled within a reference number-of-persons range corresponding to the confirmed photographing time, and the recording section 200 records the photographed image for which it is determined that the number of persons within the reference number-of-persons range is counted by the CPU 127.
