PURPOSE: To manufacture a block copy of a high precision and a good balance at high speed, by providing a character matrix plate which phototypically sets a character on a photographic printing paper in which a position is mechanically controlled with a controller via a lens, a monitor supervising a phototype setting state on the photographic printing paper, and an external controller which outputs a plotting command to the controller.

CONSTITUTION: In order to manufacture a photographic printing paper 3, a plotting command from an external controller 7 is inputted to a controller 6, a position of a lens 2 on a character board 1 is controlled, and a graphic 3-1 and dimensional numerals 3-2, 3-3 are plotted on the photographic printing paper 3 via a half mirror 8. Though characters 3-4 are phototypically set from the character matrix plate 1 of a phototype setting machine, a character image on another side via the half mirror 8 is photographed with a camera 4 and projected on a monitor 5 via the controller 6. Further, the graphic 3-1 can be easily plotted by a segment with the positional control performance (plotting function) of the photographic printing paper 3 by inputting a plotting command train of a segment unit. A block copy of a character graphic mixture can be thereby obtained.
