A photovoltaic power generation panel installation frame for rolling terrains has: a plurality of horizontal frames 2 extended in a longitudinal direction in a plurality of columns; a plurality of strut frames 3 supporting each of the horizontal frames 2 at a predetermined height position; a plurality of variable foundation fixing means 4 which bundles lower ends 33 of the strut frames 3 into one location by a predetermined number to be supported for fixation to foundation in such a way as to be movable vertically; and a plurality of panel placement means 5 which is fixed over the plurality of the horizontal frames 2 and disposed at a predetermined interval along a longitudinal direction of each of the horizontal frames 2 so as to place each of photovoltaic power generation panels P thereon.
