To make conveyance time as short as possible by efficiently alotting conveyance to AGVs in a physical distribution system using the AGVs.

A physical distribution control device is provided with a conveyance start time predicting part 12 for computing time for moving from the present position into a load receiving position after completing work in present execution to one or more conveyable conveyed articles on all AGVs 301, 302 in a physical distribution process, and a judging part 14 judging which AGV to allow the conveyed articles to on the basis of the conveyance start time 13 predicted every AGV. The conveyed articles are allotted to the AGV that can convey as many conveyed articles as possible within conveyance allowance time determined every conveyed article. The conveyed articles can therefore be allotted to the AGVs that can work within allowance time including the AGV in conveying process at present and the AGV already allotted and moving into a load receiving position in addition to the empty AGV at the time of allotment, so that the AGVs are efficiently allotted.
