Abstract:
PURPOSE:To prevent the deterioration of the reproduced picture quality without reducing the reproducibility of movement even when the transmission rate is low or the picture movement is large by converting the resolution in response to the moving quantity of the picture and the transmission rate. CONSTITUTION:A picture signal 3 outputted from an A/D converter 2 is inputted to a resolution converter 161, where the signal is sampled so that the sample number per scanning line is a measure of a maximum sample number NS based on a resolution control signal 23. Then an exchange 161 outputs the signal 17 subject to resolution conversion to a coding/decoding circuit 5. Moreover, a preceding frame reproducing picture signal 4 outputted from a frame memory 10 is converted into the same resolution as that of the signal 17 by a resolution converter 162 and a resolution conversion signal 18 is inputted to the circuit 5. The circuit 5 applies coding/decoding, outputs a reproduced picture signal 19 to a picture element interpolation device 20, where picture element is interpolated, and a reproduced picture signal 7 whose sample number per scanning line is restored to the number NS is stored in the memory 10. Thus, the deterioration in the quality of the reproduced picture is prevented without reducing the reproducibility of the movement.
