To provide a method and an apparatus for quickly compressing individual pictures at a good picture quality without using a high class analysis of statistic values.
The method is to compress pictures existing in the form of discrete picture values. The picture values are divided in blocks and quantized per block according to quantizing factors, the data capacity expressed by the quantized picture values reduces with increase of the quantizing factor, and is expressed by the quantized picture values in the last quantized block after quantizing the picture values in the blocks, the actual data capacity is determined, corresponding to a data capacity relating to the number of the quantized picture values in the last quantized block, and a target data quantity is determined, corresponding to the remaining data quantity relating to the number of the picture values in the picture to be quantized.
