PURPOSE: To secure the display and recording by dividing the electric picture signal s read out into the signal blocks corresponding to plural picture elements and then giving replacement to the electric picture signals based on the signal blocks.
CONSTITUTION: The picture information is converted into the electric signals through reading part 21 and then stored sequentially into 1st page memory 22a of data process part 22 to be then transferred to 2nd page memory 22b. In this case, the electric picture signals are replaced in correspondence to the picture elements and with the fixed rule. In other words, for example, the picture signal of ""a"(Japanese:katakana,2522)" is partitioned into grids like A∼D and 1∼4, and thus A1∼D4 correspond to each picture elements. The order of the picture element arrangement is replaced to the arrangement like B3, B1∼C2 in order to obtain the converted signals. These signals are displayed and recorded with an appropriate means. For the restoration, the rule of the conversion time can be reverded, thus securing a comparatively easy coding and decoding of the documents.
