PURPOSE: To reduce the time required for coding processing and to decrease the circuit scale by replacing a division processing having required for quantization processing of a conversion coefficient into a multiplication processing.
CONSTITUTION: In the case of picture coding processing, a conversion coefficient generated by an orthogonal conversion means 111 is fed to a quantization means 120. A multiplication means 123 multiplies each component of the conversion coefficient with a relevant component of a quantization threshold level stored in a storage means 122. The division processing requiring division is replaced into the multiplication processing, then the circuit scale of the coder is reduced and the time required for the coding processing is reduced.
