Abstract:
PURPOSE:To attain the transmission with high transmission efficiency by discriminating picture information not causing any deterioration in picture even without transmission in sending a picture group having correlation timewise continuously. CONSTITUTION:The difference between reproduced picture element data of the transmission of a mode (e) and a mode (c) is calculated by using an output of an A/D converter 100 and an output of an interpolation circuit 102 and the total (block distortion Dc) of the differences at each picture element block is calculated by a block distortion Dc arithmetic circuit 103. The difference in each picture element data between the preceding picture stored in a frame memory 104 and the present picture is calculated and the total sum (block distortion Dp) of the differences at each picture element block is calculated by a block distortion Dp arithmetic circuit 105. A comparator 106 compares the distortions Dc and Dp, a smaller value is used as a composite block distortion (m) ad supplied to a mode discrimination circuit 107. The mode (e) is assigned to a prescribed number of picture element blocks at the mode discrimination circuit 107 in the descending order of the distortion Dm.
