PURPOSE: To quickly calculate not only coordinates of feature points in a picture but also the number of feature points by providing a logical filter part, a feature point coordinate storage part, a feature point counting part, and an overflow coordinate storage part.

CONSTITUTION: This device consists of a logical filter part 8 which segments a small picture part synchronously with the input of a digital video signal and discriminates that information of the segmented small picture consisting of (m × n)-number of picture elements has a specific feature point pattern, a coordinate generating part 6 which calculates coordinates of the center point of (m × n)-number of picture elements, an extraction start point setting part 11 which designates the point from which extraction of feature points is started, a feature point coordinate storage part 7 where coordinates of center points of feature point patterns are stored in the order of occurrence at the time of discriminating specific feature points, a feature point counting part 10, and an overflow coordinate storage part 9 where coordinates of first one of feature points which cannot be stored are stored. Thus, the processing to extract feature points of the picture by the logical filter 8 and the processing to count the number of feature points are quickly performed.
