PURPOSE: To output characters and lines as improved binary pictures even in the case of inputting the pictures including an intermediate density part except for the characters and the lines, etc.
CONSTITUTION: The pictures read at an original read part 1 are supplied to a density judging part 2 and it is judged whether or not a picture element under consideration is the picture element of intermediate density. Then, whether or not an area near the picture element under consideration is in an intermediate density area is judged at a filter processing part 4. The inputted picture element under consideration is emphasis corrected at an edge emphasis processing part 5 and then binarized at a binarization processing part 6, however, when a judged result that the picture element under consideration is in the intermediate density area is present, the binarization data of the picture element under consideration are outputted as white picture elements.
