PURPOSE: To obtain a small sized device having functions such as reading, split, synthesis, storage and output of picture information, by providing a means reading a picture at a region sectioned in advance and a means processing pictures at each sectioned region.

CONSTITUTION: When the upper half of picture information is desired to be recorded, a prescribed switch is depressed with a control information input means 10. When the picture is split into 16, the segments 1∼8 are inputted. When the picture is split into two, selecting information is inputted to a decoder 9 and a selector 11 from the means 10, CCDs of elements 5-1∼5-8 selected by the former are operated, an output is obtained via a gate 7 in synchronizing with an output pulse from a synchronizing circuit 8, the output is ANDed with an output of the selector 11 at a gate 12 and stored in a memory 14. The location is prescribed memory space via an address control section 15 from the selector 11. Further, the information is processed, and when the picture information of the lower half, the information is processed the same as above and the synthesized picture information is obtained at a memory 14.
