A piezoelectric ceramic composition includes a first crystal phase which is represented by the composition formula: ABO₃ (wherein element A is one or more elements selected from Li, K and Na while including at least K or Na, and element B is one or more elements selected from Nb, Ta and Sb while including at least Nb), and forms a pseudo-tetragonal crystal (a≒b>c) in which the lattice constant ratio a/b of the lattice constant a of a-axis to the lattice constant b of b-axis is a/b≤1.0005 at normal temperature and pressure, and a second crystal phase which is represented by the above composition formula: ABO₃ and forms a tetragonal crystal (a=b>c) at normal temperature and pressure.
