CONSTITUTION: A piezoelectric vibrator 1 has vibration electrodes 102 and 103 opposite to each other to both sides of a piezoelectric substrate 101 and the vibration electrodes 102 and 103 form the vibration part. Spacers 21 and 31 are formed to 1st outer packages 2 and 3 by an adhesives and adhered to a side of the piezoelectric substrate 101 while surrounding the vibration part and seal films 22 and 32 are adhered to an end face of the spacers 21 and 31 to seal a cavity formed around the vibration part. The 2nd outer package 8 is made of a resin to cover the surrounding of the 1st outer packages 2 and 3.
