An X axis and a Y axis intersecting on a plane are set, and a plurality of piles 2 arranged in m-rows with center distances d1 in an X axis direction and arranged in n-rows with center distances d2 in a Y axis direction are set as one pile group P. A second pile group P (n+1, n) is arranged so that a point separated by a distance d1×m in the X axis direction from the group center C (n, n) of a first pile group P (n, n), and separated by a distance d2×0.5 in the Y axis direction is the group center C (n+1, n), and a third pile group P (n, n+1) is arranged so that a point separated by a distance d1×0.5 in the X axis direction from the center of the first pile group (P (n, n)) and separated by a distance d2×n in the Y axis direction is the group center C (n, n+1). The improving effect on the ground G can be enhanced by thus arranging the piles 2 as if they were arranged at random while following a fixed rule.
