PURPOSE: To obtain a pile-like fertilizer-applying tool useful as a container for sowing a seed and raising a seedling and further as a basal manure and an additional manure by mixing an organic material with aerobic microbial cells and anaerobic microbial cells, fermenting the mixture, and subsequently shaping the produced raw manure into the pile shape.

CONSTITUTION: An organic material is mixed with aerobic microbial cells 1 and anaerobic microbial cells 2 and subsequently fermented. The produced raw manure is formed into the shape of a pile P, and a depression 3 for sowing a seed or raising a seedling is disposed on the upper end of the pile. The depression is charged with soil and water, and a seed is sowed or a seedling is raised therein. The pile is driven into the ground and used as a basal manure and an additional manure.
