A circular hole 3 is provided on a center of a bottom of a case 1 formed in a cup shape by deep drawing. An insertion part 5 formed on a tip of a pipe 2 is inserted into the circular hole 3 and is exposed to an opposite side, and the exposed insertion part is bent in a manner of extending the insertion part. A part expanded to the radial direction at a portion apart from the tip of the pipe 2 in some millimeters is crushed to the axial direction, and thereby a stopper 4 in a shape of a flange formed in a size to be hung on the through hole can be formed. A peripheral part of the circular hole is fastened and clamped by the stopper and the bent insertion part.
