A rectangular notch part 25 on which a notch part face 26 which is communicated toward a peripheral edge, is integrally formed, is formed on a lower part of an elastic blade part 21 such as a circular urethane blade or the like. A support part 22 is formed by machining an iron blade in such manner that an upper part of the iron blade is an outer edge having a diameter smaller than that of the elastic blade part 21, and a lower part is a lower edge having a diameter same as that of the elastic blade part 21. The support part 22 is provided with a cross notch face 26 notched from the peripheral edge of the lower edge. A ring to be laterially arranged in a notch part 27 in a horizontal direction, of the cross notch part, is inserted and fixed.
