To provide a technique, in cooling concrete by pipe cooling, to find out appropriate completion of cooling in consideration of a material age of concrete and to provide a pipe cooling system and a pipe cooling method to realize the technique.

A pipe cooling system comprises concrete temperature acquisition means and determination means. The determination means determines whether or not concrete cooling needs to be continued by comparing a temperature difference Tg(d) with an allowable temperature difference Ta(d) which is calculated on the basis of tensile stress intensity σi(d) of concrete at a material age d, an elastic coefficient Ee(d) of the concrete and a heat expansion coefficient αc of the concrete.
