PURPOSE: To cut a covering film both along the peripheral direction and the longitudinal direction of a covered pipe in cutting the covering film of the covered pipe.

CONSTITUTION: A hold section 5 receiving and pinching a covered pipe 1, a longitudinal cutting edge 9b cutting a covering film 2 in the longitudinal direction when moved in the longitudinal direction of the covered pipe 1, and a film guide section 9c entering the peripheral section of the covering film 2 along the groove 3 of the covered pipe 1 and scooping up and guiding the covering film 2 to the longitudinal cutting edge 9b with the shift of the longitudinal cutting edge 9b along the cutting direction are provided.
