The pipe cutter receiver is provided by combining a frame board 1a and a frame board 1b, setting a rotating shaft 9 to the frame board 1a and the frame board 1b, setting an elastic member 7 at the center of the frame board 1a and the frame board 1b, forming passages 5 and 6 whose rotating axis is H-ring-like in the frame board 1a and the frame board 1b, and setting an adjuster 4 outside the frame board 1a and the frame board 1b.
