In a pipe end protecting ring manufacturing device provided with a shearing press, material carrying device, a forming device 9 for forming the cross section of a ring material 2 into an L-like shape, and a bending device for bending this L-like ring material 2 into a ring with specified diameter, the material carrying device has a support base 20, which supports the lower end side edge of the ring material 2, and the forming device 9 is provided with a plurality of pairs of rollers 22 through 29, which form the ring material 2 into an L-like shape, and a forming guide 30, which forms the ring material 2 at a specified height supporting one end side edge of the ring material 2. This forming guide 30 and the support base 20 can be moved upward and downward by means of driving means 31 for rising and lowering.
