PURPOSE: To enable material quality and the number of shapes of an inner pipe, an outer pipe and fins disposed at an intermediate part between the inner pipe and the outer pipe to be freely selected while their manufacturing cost is low.

CONSTITUTION: A heat exchanging pipe 15a is constructed such that at least more than three metallic wires 12 are closely contacted and disposed at a predetermined spacing at an intermediate part between a metallic inner pipe 10 and a metallic outer pipe 11 disposed in a concentric manner. Then, at least more than three metallic wires 12 are fixed at base ends of the metallic inner pipe 10 and the metallic outer pipe 11 disposed in a concentric manner to be installed to a die 13. A guide member 14 for disposing the wire members at a predetermined spacing is arranged at an intermediate part between the inner pipe 10 and the outer pipe 11 and before the die 13. The inner pipe 10, the wire members 12 and the outer pipe 11 are drawn through the die 13 and they are closely contacted to each other in their radial direction to make the heat exchanging pipe.
