To provide a pipe member with a rack that can efficiently be formed and prevent the life of a die from being shortened.
A rack bar 10 is configured by forming a rack 30 at a rack forming part 41 of a hollow-shaped steel pipe 40 having the rack forming part 41 with a constant thickness. The rack 30 includes: teeth 32; a flat part 33 forming a line in a direction with a central axis X extended thereto and having a flat surface 35 to the teeth 32; and an inclined part 34 provided at the end along a direction perpendicular to the central axis X and becomes lower than the flat part 33 in the flat part 33. A length t1 of the inclined part 34 projected on a straight line perpendicular to the central axis X and parallel to the surface 35 is larger than zero and becomes equal or less than the thickness t of the rack forming part 41.
