To obtain the subject promoter capable of accelerating growth promoting actions of a plant scarcely explainable simply by photosynthetic promoting actions of carbon dioxide by separating, extracting and purifying water electrolyzed with specific electrodes.
This promoter is obtained by separating, extracting and purifying water electrolyzed with electrodes prepared by using carbon as a main component. A liquid chromatography, etc., are cited as a method for separating, extracting and purifying the water. The separation, extraction and purification are preferably carried out until the cytochrome c reduction activity value of a separated, extracted and purified extraction liquid (a value obtained by subtracting the absorbance at 1 min after starting a reaction with cytochrome c from the absorbance at 4 h after starting the reaction therewith and dividing the resultant value by a molar extinction coefficient) reaches a prescribed value of ≥0.7 μM (micromolar). The cytochrome c reduction activity is to reduce iron ions of the cytochrome c from a valence of three to a valence of two by one-electron reducing reaction.
