In an authentication server device 2, indoor equipment 8 and outdoor equipment 9 read the ID number of an ID card carried by an operator being an entering person. The authentication server device 2 determines the permitted period of time and the apparatus permitted for the operator and prevents the operation in the period of time and the apparatus not permitted, on the basis of the ID number, entery and apparatus operation schedule management data concerning the operator, and an operation permission level master, where whether the operation is permitted or not is determined by each plant apparatus in accordance with the level of the operator.
