Input data edition processing 4 judges a condition of a generated factor while considering the sampling and recording of data at the movement of a plant excessively changed from the generation of a factor such as a plant trip, and when the condition is formed, informs monitoring CRT picture status change monitoring processing 10 of the formation of the condition. The monitoring processing 10 detects the existence of a status change of process data used for all plant operation monitoring CRT pictures, and when there is a status change, plant data storing processing 11 stores the process data used for the CRT picture concerned for a previously set period in a sampling cycle.
