The machine is provided with a voice recognition part for recognizing the voice of a site operation instruction from a control panel, a site operation object database for selecting equipment corresponding to operation instruction and a voice processor having a site operation equipment signal processing part for transmitting the operation signal of the site operation equipment to a plant simulator. The voice processor is provided with a database for mixing voice for selecting voice corresponding to the operation signal of the site operation equipment and a voice mixing processing part of site operation for voice-outputting to a control panel that the site equipment is operated.
