To provide a plasma display panel capable of restraining power consumption and enhancing light emitting efficiency per unit cell.
A plasma display panel is formed by affixing substrates (6, 7, 9) on a display screen side of a surface, each of which is constituted of an insulator composed of dielectrics (a dielectric having a low dielectric constant and a dielectric having a high dielectric constant) having a dielectric constant different from those of a transparent electrode 7 and a bus electrode 6a arranged in a column direction, to substrates (1-3) on a back side, each of which is constituted of partition walls 3 disposed in such a manner as to separate electrodes 4 arranged in a row direction and phosphors 2 forming a discharge spaces. The insulator disposed in a region covering the partition wall as viewed from a normal direction of the substrates is formed of the dielectric 9 having a low dielectric constant.
