To develop a cosmetic plaster based on a newly found skin plastering substrate composition for cosmetic use, having low stimulation and enabling the impregnation of an oleophilic valuable substance at high concentration.

The plaster for the skin is produced by using a block copolymer composed of a hydrogenated conjugated diene and a vinyl aromatic hydrocarbon as a base polymer, adding a mixture of liquid paraffin and squalane as a plasticizing component to obtain a substrate composition and dissolving or dispersing an oleophilic physiologically active substance in the substrate composition.
