PURPOSE: To increase reliability and reduce cost with a simple structure by taking out one bag from a continuous bag strip and opening the bag by pliers, and keeping the bag open while articles are charged.

CONSTITUTION: A bag reel is constituted of a continuous strip 2 of the bag 3 wound up around a center core 4. The continuous strip 2 is fed from a downward taking-out device of the bag at the lower to an upward bag-opening device by belts 15, 16 and upper belts 31, 32. The bag 3 is removed from a continuous strip 2 and transferred to a hopper 8 by the upper belts 31, 32. Then, the bag is opened by the bag-opening device and articles are charged therein. Thereafter, a loading plate 38 is moved down and it reaches the lowermost position of the same level with a discharge plate 43. The bag-opening device is composed of a pair of pliers 52, 53 oppositely arranged, and inclinable flaps 54, 55 vertically disposed against the pliers. The mutual distance of the pliers is shifted from the maximum position to the meeting position located on the center line of the hopper 8 and the plastic bag is opened there.
